David Kaye, the United Nations Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression, will visit Emory Law for the Global Leaders Lecture, an annual event launched in 2016. The lecture brings national and international leaders to Emory to speak on a range of issues related to promoting the rule of law as an instrument of national and international security.  

This year’s lecture will be held on September 16, 2019, at 12:15 pm, in Tull Auditorium, Gambrell Hall, 1301 Clifton Road, Atlanta GA 30322.

Kaye, an international expert on digital security, free speech, and the internet, will speak on the topic, “Speech Police: The Global Struggle to Govern the Internet.” In his post as the current United Nations Special Rapporteur for freedom of expression, he is tasked with – among other duties – gathering “all relevant information, wherever it may occur, relating to violations of the right to freedom of opinion and expression, discrimination against, threats or use of violence, harassment, persecution or intimidation directed at persons seeking to exercise or to promote the exercise of the right to freedom of opinion and expression, including, as a matter of high priority, against journalists or other professionals in the field of information.”

Kaye is also clinical professor of law at the University of California, Irvine, teaching public international law, international humanitarian law, human rights, and international criminal justice.

Emory Law’s International Humanitarian Law Clinic is presenting the Global Leaders Lecture. The clinic works directly with international tribunals, militaries, non-governmental organizations and other entities to enhance protections during wartime and promote accountability for war crimes, genocide and crimes against humanity.
